Arno R. Lodder is a professor of Internet Governance and Regulation. Central in his research is the tension between what is possible with internet technoloy and what is legally allowed. Over the last five years some of the issues addressed were Electronic signatures, Spam, Law of Virtual worlds, Law and Web 2.0, and Online Dispute Resolution. Currently the focus is on Cyberwar, the Internet of Things, and the EU FP7 project on anti money laundering.

From a legal scholarship perspective as well as from a public interest perspective there is need for coherent and structural study of internet related legal topics.The characteristics of internet make it extremely difficult to apply the law. Law uses geography, jurisdiction is based on territory. But whose territory is the internet? Started from public roots the internet has evolved into a private communication infrastructure, that falls under no direct responsibility of any government. However, activities on this infrastructure can be legally relevant to and may fall under various jurisdictions. What to do? Should governments intervene? Are they allowed to anyway? And if so, what measures are effective and realistic?

First, law can contribute to what is good on the internet, in terms of infrastructure as well as content and applications. Second, law can help to control or ban threats to the internet and the people using it. Third, law can set and enforce norms for the use of data and the behaviour on the internet.


Given the central role of internet in our society, internet law expertise is crucial. Raising awareness can be realized along several lines. Research forms the basis, and aims to identify, clarify and analyze the multitude of legal issues surrounding Internet Governance and Regulation. Dissemination should take place via popular media (Jurel-blog, TV, radio, news papers, etc.), education (both graduate and post graduate courses), and serious publications in (inter)national journals and books.

Internetrecht

In de binnenkort te verschijnen Internetrechtbundel staan veel recente, interessante uitspraken, onder andere over online gokken.
Eind februari heeft Minister Donner aanbieders gemaand LINKS naar online goksites (zoals startpagina) te verwijderen.
Zou ook het verwijzen naar doorverwijzers (bijvoorbeeld: Casinocity) worden verboden?
